Finally solve the problem on display unicode (Chinese 乱码） problem

eg download http://zs.91.com/ and run setup

Just need to change the 

Control Panel\Clock, Language, and Region

Change the location

Adminstratives

and now i can see

Please let me know if this work on Windows 7/8 too

or due to this is Windows 10 build 10125 on 64 bit x64 version
